Candidate for Town Solicitor
My name is Francis J. Duggan, candidate for the position of Town Solicitor. I have been a homeowner in Clinton for fifteen years, first on Greeley Hill and now in the Nathan Heights section. I am married to the former, Andrea Vetras, and we have four children, Eileen (12), Andrew (10), John (9) and Matthew (9), all of whom attend Clinton Public Schools. I was raised in Worcester, MA, by my parents the late Francis J. Duggan, who owned an insurance agency, and my mother, Ethel Durkin Duggan, a retired R.N. from St. Vincent's Hospital and graduate of CHS Class of 1949. I've only lived in Clinton for the past fifteen years but I have spent many years in Town with my mother's family and especially at the home of my aunt and uncle, Dolores Durkin Farragher and Jim "Bucko" Farragher, which is where I met my wife.
I have been a practicing attorney in Worcester for the past fifteen years, initially with Reardon & Reardon, currently with Burns & Farrey, for the past nine years. I believe that I posses the skills necessary to represent the Town in a zealous and effective manner. I have extensive experience in the District and Superior Court systems throughout the Commonwealth and Federal Court. I have served, for the past two years, as the Co-Chair of the Worcester District Court Committee. I am currently a member of the panel for New England Dispute Resolution of Boston, MA, which performs mediation/arbitration services on a variety of cases.
While my main practice currently is insurance defense and settlement, I also possess years of experience as a trial attorney for plaintiffs and defendants of both criminal and civil lawsuits.
I have volunteered my time over the years coaching youth sports and serving for several years on the School Councils. I currently serve a dual term on both the Elementary and Middle School Councils.
My goal, if elected, is to make myself available to all Town Departments and Boards for any legal questions or concerns which may arise. I want any town employee or citizen to feel comfortable calling me or approaching me at any time to discuss their concerns. I would make myself available to attend any meetings or hearings in which a legal opinion may be needed.
I believe that with my vast experience and my wife, Andrea's experience as a paralegal for a local attorney for over twenty years, we could work together to represent the Town in a most effective manner and at the lowest costs possible. I believe that I will be able to handle most of the matters which arise on my own without having to seek the help or expense of co-counsel. However, if I didn't feel that I was giving the Town the best representation possible, in a certain situation, I have many contacts throughout the legal community that I would be able to turn to for assistance or another opinion.
